Central African Republic

The Central African Republic faces a stubborn protection crisis. Civilians are victims and survivors to violations of international humanitarian law and human rights abuses committed by all parties to the conflict including armed opposition groups, the military and government security forces and associated armed national and international groups. These parties to the conflict have acted with impunity amidst deep state fragility. An already precarious protection situation has been exacerbated by the crisis in neighbouring Sudan.

People’s access to basic services is highly constrained, reflecting limited state presence and functions. Communities are facing critical food shortages, the absence of medical centres beyond the ones run by international organisations in main towns/cities, limited schools and very limited economic and livelihoods opportunities.

Protection Issues

Gender-based violence (GBV) remains among the most widespread violations in CAR, while children also bear the brunt of the violence, with high level of trauma, family separation and forced recruitment reported. The operational environment for humanitarian actors has also deteriorated, with increased attacks on health centers and IDP sites by armed groups.

Cluster Operation

The Protection Cluster in Central African Republic works to ensure the coordination of protection interventions in emergencies and to respond to the protection needs of persons affected by conflict and disasters. It is composed of the Gender-Based Violence (GBV) Area of Responsibility (AoR), the Child Protection (CP) Area of Responsibility (AoR), and the Housing, Land, and Property Area of Responsibility (AOR). The Protection Cluster is led by the United Nation High Commissioner for Refugees (UNHCR) and co-coordinated by the Norwegian Refugee Council (NRC).
